Why does Congress think they can buy the bailout with taxcuts? We have to pay it ALL back w/ No Profits!?

They are trying to stupid the bill down so Americans can buy into it by changing the wording from "bailout" to "rescue pkg.". The last big idea was called a "stimulus check" of which I got $900.00. The bailout/rescue pkg is supposed to cost me $2300.00 leaving me $1400.00 in the hole. All in the name of improving the economy? Why dont they discover some new words like "accountability" or "responsibility" or heres one they really try to evade called "JUSTICE".
