Rates on agricultural land?

We are buying a piece of agricultural land at the moment (5-6 acres) to keep horses on. In northern ireland and want to know if we have to pay rates on it ? There is no water, electricity or residence. We also would like to know if we need planning permission to put up wooden stables ? Down the line we might want to build a house to be beside our lovely horses- what are the chances of planning permission for a house ?????
