How should I house my Greek Tortoise inside during winter?

I live in upstate NY and the winters get very cold here. I have only had my pet Tortoise for about 2 months, his name is Cecil. I am quite attached and would like some advice on how to build a indoor habitat. I appreciate any help. Thanks.
